North Korea claims to have captured an American

   North Korea claims to have one American in custody. The country says that the man, Miller Matthew Todd, was arrested for "rash behavior" on April 10th. Todd is 24-years-old. 
   President Obama was in South Korea at the time of the announcement. Obama did not release any further information on the incident.
